Think Tank Round-up

The Think Tank Round-Up is a short summary of recent reports of interest to local government and the wider public sector, put together by members of the policy team at Oxfordshire County Council.

This edition covers the first four months of 2016, and includes:

House of Commons Business Innovation and Skills Select Committee (November 2014)

Emerging from six months of evidence gathering, the BIS committee has produced this series of recommendations for Government to ensure that "the economic potential of our science base isn't throttled".

New Local Government Network & The Fabian Society (November 2014)

"Localism cannot be reduced to a single manifesto pledge... Devolution isn't just a set of policies, it's an approach to politics that aims to transform government so that people are no longer passive recipients of services but active agents with control over the decisions that affect their own lives".

Resolution Foundation (November 2014)

Written by the Resolution Foundation for the Social Mobility and Child Poverty Commission, this report tracked low paid workers over the course of the last decade in order to determine how far up the earnings ladder they climbed and the factors that helped or hindered their pay progression.

Independent Commission on Economic Growth and the Future of Public Services in England (Autumn 2014)

Ahead of its final report in January, the commission has published this interim report which calls for decisions over taxation, the retention of business rates, housing, infrastructure and transport to be devolved to county areas as well as cities.

Independent Commission on Local Government Finance (Autumn 2014)

This interim CIPFA report summarises consultation responses from local councils and sets out early proposals for making local areas more independent, and creating a clearer link between where money is raised and where it is spent.

New Local Government Network (October 2014)

The incoming government of May 2015 should make a firm statement that it rules out the re-organisation of two tier local authorities into unitary authorities for at least the duration of that Parliament.

Another report which considers the 2015 Spending Review to be the crunch point for local government.

This report makes proposals for a transparent and 'automatic' regime for dealing with financially failing NHS institutions.

Compiling the findings of following six consultants from different areas of the country who leave the confines of their hospitals to help bridge the gap between primary and hospital care, with the intention of ensuring better outcomes for patients.

The Work Foundation (October 2014)

The paper recommends that the government must comprehensively reform its strategy if it is to tackle the barriers that remain for many businesses in implementing health and wellbeing programmes.

The Sutton Trust (October 2014)

"The overall decline in good career guidance is reducing social mobility... Career guidance may not excite political debate as much as free schools or teacher qualifications. But getting it right is an essential part of improving social mobility".

Demos (Autumn 2014)

A series of recommendations to assist the government in preventing "health tourism" abuse of the NHS, while ensuring that vulnerable people get the help they need (and do not pose a danger to wider public health).
