Royal Society of Arts (RSA)

The RSA has conducted a three year learning partnership with Wiltshire Council to explore the issue of localism.

This is their final report, and it argues that approaches to empowering local communities put in place by the coalition Government (and continuing under the current administration) are inadequate, and that devolution is in danger of suppressing localism rather than allowing it to flourish.

It calls for a top to bottom devolution settlement to emphasise collaboration, co-design and co-production within and between services, across administrative boundaries and various tiers of government, and with citizens.
