New Roadmap Sets Out Vision to Unlock Rural Prosperity and Deliver for All

The Rural Services Network has today published Delivering for All: A Roadmap for Rural Prosperity—a comprehensive new policy document setting out the case for fairer funding, smarter metrics, and targeted rural policy to ensure that every community can thrive.

Built around eight key themes, the roadmap offers a practical and actionable framework for unlocking the potential of England’s rural, coastal, and small-town communities. It highlights persistent inequalities in areas such as council funding, transport, health and care access, housing, connectivity, and net zero infrastructure—and outlines clear steps to address them.

Cllr Roger Phillips, Chair of the Rural Services Network, said:

"Every person, in every place, deserves the chance to thrive. That includes the millions of people living in rural communities. Our new roadmap lays out how Government can unlock this untapped potential and truly deliver for all".

The roadmap calls for:

  • Fairer funding for rural public services and infrastructure;
  • Rural-proofed policies that reflect real-world needs and conditions;
  • Improved data and metrics that accurately capture the rural experience.

From housing affordability to broadband coverage and transport access, Delivering for All demonstrates how targeted action can reduce inequalities, strengthen the economy, and contribute to national renewal.
