Last week, the Rural Services Network (RSN) hosted a vital seminar addressing the significant topic of rural transport. This virtual event, connected 64 delegates from various sectors who shared their experiences, challenges, and innovative strategies for enhancing rural transport services across England.
The seminar featured insightful presentations from speakers who shared their expertise on various aspects of rural transport.
Hannah Shrimpton, Programme Director of Peninsula Transport and Peter Ramsey, Technical Director of Future Mobility, WSP, “South West Rural Mobility Strategy discussed the South West Rural Mobility Strategy. This session highlighted the unique challenges and opportunities in the South West, where a significant portion of the population lives in rural and coastal areas. The presentation emphasised the importance of a unified approach that recognises the diverse needs of different rural communities. Key points included the first sub-national rural mobility strategy in England, which analysed over 1,400 rural places. The presentation also identified six potential future rural scenarios and over 100 different potential proposals, with a vision for 2040 where rural mobility transforms connectivity and accessibility, contributing to the levelling-up agenda.
We heard from Margaret Roy, Board Member from the Association of Transport Coordinating Officers (ATCO), who discussed the ongoing challenges in rural transport, such as the decline of local bus operators, aging populations dependent on public transport, and bus driver shortages. Margaret also highlighted innovative solutions and best practices, including empowering communities to deliver their own public transport solutions with support from national and local governments. Successful community transport (CT) initiatives in Scotland and the Highlands were showcased, such as the Pingo public transport facility and the lending of vehicles to CT groups. The need for a joined-up funding approach to address interconnected issues like affordable housing and childcare was also emphasised.
Mike Bartram, Policy Advisor at Transport Focus, shared insights into the experiences and priorities of rural bus passengers. Key findings included that the top priority for passengers is having buses arrive on time, with seating available for all passengers. The importance of bus services that go to a wider range of local destinations and have helpful, positive drivers was also discussed. Results from the 2023 survey showed overall satisfaction levels and the impact of enhanced partnership schemes in rural areas.
During this seminar, attendees engaged in a vibrant exchange of ideas and best practices, discussing the effective implementation of new mobility solutions in rural areas. Discussions were particularly fruitful, providing a platform for delegates to voice their insights and learn from each other’s experiences in a collaborative setting.
This seminar was not only a showcase of current efforts and challenges but also a clear statement of the need for continued advocacy and innovation in rural transport. With the general election on the horizon, the RSN is positioned to push for significant policy changes to improve the lives of rural residents through better, more accessible transport options.
