The Future of Community Bus Services: Have Your Say

The Rural Services Network is pleased to share details of new research from one of our members, the Community Transport Association (CTA), exploring the use of Section 22 permits in the delivery of community bus services. These services play a vital role in rural areas—especially where commercial and public transport options have been withdrawn or reduced.

This timely research seeks to understand how Section 22 services are currently being operated, identify challenges, and shape future support for councils and community transport operators working to meet local transport needs.

Who does the CTA want to hear from?

CTA is particularly interested in insights from:

  • Local Authorities and Town or Parish Councils who operate community bus services directly using S22 permits
  • Authorities working in partnership with Community Transport Operators (CTOs)
  • Those who have considered S22 but faced barriers or opted for alternative approaches

Even if you’re not currently using Section 22 permits, your views are important to help build a clearer national picture and inform future policy.

How to get involved

CTA is inviting councils and stakeholders to complete a short survey by 11 July 2025. The survey asks about:

  • How S22 permits are being used (or considered)
  • Partnerships with community transport providers
  • Perceived challenges or regulatory barriers
  • Strategic role of S22 in local transport planning
  • Views on what support or policy change could help

Responses will support a deeper understanding of how S22 services can be strengthened and sustained—particularly in areas with complex rural transport needs.

What’s next?

This is the first stage of a wider programme of engagement. In the coming months, CTA will be conducting interviews to explore key themes in more depth. You can express your interest in taking part in an interview at the end of the survey.

Findings will be shared and discussed at the CTA England Conference on 16 September 2025, where the research team will present early insights and invite further feedback. This event is open to all with an interest in community and accessible transport.
